Windows October 2019 Updates causing slow SSL VPN Sessions

Have a customer who started testing the Windows 10 and associated Windows 7 October 2019 updates from Microsoft and have found that the SSL VPN sessions start slowing down with this update deployed,


If they roll back to September 2019 updates all works fine and back to normal speed.


Ive checked the Security Update Validation Report from Citrix for this update (https://support.citrix.com/article/CTX262750?recommended) this only covers their Windows based products, no networking.


Version of Secure Access Client is v12.1.52.15


Has anyone else experienced this issue?

This could be some sort of change on the Windows side to do with the TCP or SSL parameter negotiations.... ie the TCP / SSL connection now works in a slightly different way, but you might be able to counteract it with a tweak on the Netscaler settings!!!


CTX207005 mentions a TCP tweak to improve SSL speed, don't know if that's related.
