Opening Virtual Channel returns error when called inside Internet Explorer ActiveX control

We have an application that uses a custom virtual channel developed with the VCSDK.  When the application starts up on the server, it checks that the Virtual Channel software is installed and working on the ICA client by making a WFVirtualChannelOpen call.  This normally returns a handle to the Virtual Channel.


One implementation of this application is an ActiveX control within Internet Explorer.   When this implementation makes the call to WFVirtualChannelOpen, it gets back a handle of 0.  A subsequent call to GetLastError returns an error value of 5 (ERROR_ACCESS_DENIED, "Access is denied.")   This originally happened in a defined application, but also happened in a Desktop.  Invoking this same code from PowerShell in this same Desktop session succeeds.


I'm trying to understand what might be the cause of the error and how to remove the access restriction.
