Be sure that you have also deployed an app inventory policy to your devices.     https://docs.citrix.com/en-us/xenmobile/server/policies/app-inventory-policy.html

 

Also check the version of OS running on the Android devices.  Google deprecated the required API on Android N and later devices:

Can i configure it without creating connection scheduling policy? or this is a pre-requisite?
