PVS Windows 10 VDI image won't boot.

I reverse imaged a Windows 10 PVS image so I could upgrade it to Windows 10 1903.  The reverse imaging process worked fine from what I could tell.  After the upgrade was complete I installed the target device software for PVS and ran the imaging wizard to create a new vdisk.  

This new vdisk will not boot on its own.  I always get "No bootable drives have been found, or no OS" error after PXE connects to the PVS servers.  I can see the machine establishes a lock on the vdisk in the PVS console.  


I have copied the VHDX file for the PVS image to a HyperV server and it boots fine.  


Our current environment is Xendesktop 7.15 CU3 with PVS also at CU3 running on VMWare.  I can't for the life of me figure out what would cause this machine to not boot via PVS.


Has anyone else seen this?
