Windows 10 1903 High CPU load at logon with multiple displays

Som Som

We are experiencing significantly longer logon times when launching a Windows 10 desktop with multiple displays. Single display logon is sitting at around 40 seconds, but when launched on multiple displays (2) the logon time jumps up to 1:20 or so- essentially doubling logon time.

If we monitor the CPU load on the VM itself in XenCenter, we can see the CPU spike at logon is is sustained much longer. Which will have a knock on effect to the overall logon performance. We can replicate this issue every time.

Please see the image uploaded, top graph shows CPU whilst logging in with 2 displays, image below is a single display.

XenServer 7.1 LTSR

Windows 10 1903

VDA 1906.1 (however, we experienced the same issue with 7.15 LTSR)

We have not changed any of the default graphics policies within Citrix studio, which I believe is best practice for a "standard setup" (e.g. no dedicated graphics)
