'Cannot start Apps' message - Application Limits - 7.15

Can this message be changed?. It is very confusing for our users when they attempt to launch an application that has a limit set for only opening 'one instance per user'

In XenApp 6.5 the message was very clear - 'You already have an instance of this application open and are not allowed to run more than one instance'

This 'cannot start app' message is very confusing as it could be many things but in this case they tried to relaunch an application they already have open and this message doesn't state that?
