Citrix Studio starts but is slow and gets "This snap-in is not responding" error.

Hello. I have four Citrix Delivery Controllers running XenApp 7.15 CU3 on Windows 2016 in two separate datacenters. I also have a XenApp VDA on Windows 2016 with Citrix Studio 7.15 CU installed. All five servers show a "This snap-in is not responding" error message whenever I open Citrix Studio. I can hit cancel to start using Studio which works fine except it is extremely slow. I have tried both https://support.citrix.com/article/CTX139325 and https://support.citrix.com/article/CTX231191 but neither helped. Any suggestions on what I can try next? Thank you.

Nothing there helped. Is it true delivery controllers need to communicate with all the other controllers when you open studio? Could be lag to the other datacenter.

I have Studio (version 7.15.3000.457) installed on Windows 2016.  It functions work, but is extremely slow upon opening as well as executing things like Create Folder, Add Application. 


I saw a reference for 2012 (https://support.citrix.com/article/CTX232123) that referenced Windows Updates, is there something known to 2016? 


Has anyone found resolution?
