Virtual desktops reboot endlessly after logon

I have a small Citrix environment consisting of -


1x PVS server 7.15

1x Delivery Controller 7.9


Upon login to a published desktop, the VM will reboot around 60 secs of login time.  This only happens in standard mode (not private) and will endlessly reboot at the same point.  I have WIndows 7 machines that do not do this but ALL of Windows 10 machines are consistently rebooting after login.


Event logs display a 10016 event ID referencing DCOM permission issues.  I dont think that is the cause, specifically, because I can boot the master disk in private mode and no reboots occur.  I am not seeing anymore errors except a VMware tools error.  I uninstalled VMware tools because I am using XenCenter as the management suite.  I have not noticed any Citrix Broker Service errors, either.  The VMs will reboot regardless of whether I actually login or not, also.



EDIT: placed a linked clone in private mode and it endlessly rebooted.  Looks like it happens on clones only and not the master disk.
