We had the same Issue.

Solved with Citrix-Support.




·         Adding Studio policy *Exclusion list - directories* …

o    AppData\local\Microsoft\Windows\IEDownloadHistory

o    Appdata\local\Microsoft\Windows\Inetcache


Then delete/rename the existing users profile so that  a new profile is created for the end-user.
Test again and  it will be possible to download the file or else open it with the associated application.
