On SDX, VPXs ask for packets per second. Where can I find the maximum value for each hardware platform?

The 'packets per second' field is used to set a max-limit on the number of packets we want the VPX to handle, above which the VPX will rate-limit/drop the packets.

This is not an allocation from a pool nor a guaranteed pps the VPX will support. This only means that the VPX will drop beyond this max-limit set for each of the VPX.

We will improve the 'packets per second' field text/description in SVM GUI to make this clear. 

The max value that can set for the packets per second on a VPX is 2147483647.
