Limit Application Instance not working

Sorry to raise an old discussion but we have noticed this on XenApp 7.15 LTSR CU4 and was wondering if you have resolved this. 

If we open the app from one browser (IE11) and then try and open it again, the user instance limit works and we get an error message to say app can’t start. 

But if we open the app from IE and then open it up from chrome, on the same device, another instance of the app opens. We can also open IE in private browsing and open up a 3rd instance of the application. 

If I log into storefront on another device, the sessions follow as per workspace control. 

any help/advice will be appreciated
