Netscaler 5500 reports DNS effective state DOWN

I have been battling with this for a few days:

Netscaler is not able to resolve host names. DNS servers are configured and can be pinged from CLI.

Netscaler is configured on same LAN as DNS servers.

Netscaler 5500 9.3: Build 48.6

SNIP: 10.246.1.248

MIP: 10.246.1.246

DNS server1: 10.246.1.216

DNS server2:10.246.1.217

From the CLI I can ping internal and external IP Addresses but not hostnames.

CLI results:
> show dns nameserver 10.246.1.216
1) 10.246.1.216 - State: DOWN
Done
> show dns nameserver 10.246.1.217
1) 10.246.1.217 - State: DOWN
Done

> ping www.yahoo.com
ping: cannot resolve www.yahoo.com: Host name lookup failure

Any help is much appreciated.

In my case there also was an IP address conflict responsible for the name servers being down on Netscaler VPX.
